Hackled or pulling buzzers are basically just an ordinary buzzer pattern with added hackle to the head , this can make all the difference if the fish are  in a picky mood.

As the name suggests it can be fished with a long slow pull [to raise it up in the water]and then just left for a moment [to let it sink back down] .however it can also just be fished in the traditional way by a slow figure of eight retrieve or simply just left to drift in the breeze

experiment until you find the depth and retrieve that the fish are tacking flies on.
